Starting a Business? From 1 November, Registration Is Online Only

Are you planning to start your own business? Please note that, from 1 November 2026, you will no longer be able to complete the formalities for registering a new business in person at a municipal or local commune office. Adults can submit an application for entry in the Central Register and Information on Economic Activity (CEIDG) exclusively online. This is another step towards the digitalisation of public services and fully electronic support for entrepreneurs.

From 1 November 2026, adults starting a business must submit the CEIDG-1 application electronically. Municipal and commune offices will no longer accept paper applications for registering new businesses. The application can be submitted via the www.biznes.gov.pl portal. To verify your identity, you will need, among other things, a Trusted Profile (Profil Zaufany) or an electronic ID card (e-ID).

The changes introduced on 1 November 2026 apply exclusively to the registration of new businesses. Entrepreneurs who already run a business can still complete certain formalities at the municipal or commune office. Until 31 October 2028, paper applications can still be submitted at municipal and commune offices for:

  • changing details in the CEIDG register,
  • suspending business activity,
  • resuming business activity,
  • deregistering a business from CEIDG.

All these procedures are also available electronically via the Biznes.gov.pl portal.

Minors starting a business retain the option of submitting a paper application for entry in CEIDG at a municipal or commune office. This exception remains in force until 31 October 2028.

Ultimately, all formalities related to running a sole proprietorship will be handled exclusively online, without the need to visit an office. From 1 November 2028, this requirement will also cover changing business details, suspending and resuming business activity, and deregistering a business from CEIDG.

This will be another step towards the full digitalisation of services for entrepreneurs, following a model similar to the solutions already in place in the National Court Register (KRS). Applications for business registration and other matters relating to CEIDG entries are available on the official portal: www.biznes.gov.pl.
